An unlikely trio gathers outside of ’s office. , , . Navy and two of the League’s longest tenured officials stand, wanting answers. The alchemist, jinxed, and warrior are all, individually, fierce opponents. When bonded together for one purpose, they are a deadly combination.[break][break]
“We’re not leaving.” Navy says coolly to the secretary barring his way. “Not ‘til Silph comes out here and gives us some answers.”[break][break]
He’s heard about Illeana doing the same. Sullivan has been desperately scrambling for answers. The secretary knows who they’re dealing with. It is not an empty promise – they will stay here, as long as they need to. People out there in the wider world, people like and , need answers. Some such folk, like , waited outside to hear word from the three chosen to confront Fernando directly.[break][break]
So many people have sworn their allegiance to the League and, at the eleventh hour, the eve of war, their lords pull a stunt like this. It stinks, and the silence from HQ is deafening to many. Navy looks the secretary in the eyes, and they look away first. A slow nod, and they pick up the phone. While they speak to someone, presumably Fernando, he turns to look at the other two.[break][break]
“Arceus, what a mess.” He deflates, filling the time before they are given further instructions. “They can’t throw all three of us in jail, huh?”

Andrea was among the people waiting outside, her Shiny Hydreigon unnerving many people in the lobby with its intimidating presence. A pseudo-legendary being kept out of its ball was a rare sight, after all.

Why did the League want to take away their Pokémon now of all times? Was this their idea of peace and security: Turning Hoenn into another Kanto?

Navy, Illeana, and Doug were about to question the councilman. Those were important people. They were allowed to have a say in the future of the region. She was not. She never had been.

All she could do was hope that this was a prank made in extremely poor taste.

“Don’t worry, Chomper. They’ll never be able to separate us…” The young PokéManiac whispered comfortingly to her menacing dragon, while gently petting its black fur.

Doug slowly shrugged his shoulders and pressed his palms together in apology, winking at the poor secretary. "Just bear with us, 'kay?"

The poor secretary was only doing their job as part of the massive corporate machine. It wasn't his fault had chosen the absolute worst day possible to turtle in his office.

In general, he wasn't quite as... well, gunho about the whole thing.

He was there to confirm what he believed he already knew, and get some instructions on how to proceed from a man he usually perceived to have his shit together.

Fernando really did himself no favors by making them wait, though. The longer they were kept, the longer the radio silence continued, the more suspicious everything relating to the notice seemed.

"Yes they can." The soldier informed the sheriff. "But hey, at least we get to skip on the carnage if they do."

He said it all so brightly one could almost be forgiven for missing the sarcasm.

as seconds continue to tick by between their arrival and his secretary's call, she can feel her patience dwindling. it had started out small, barely there against the rough coursing of rage through veins, but even the smallest of things have a finite end.

and her displeasure is palpable, regardless of the permanent scowl she has worn since stepping into this office. the air feels electrified, charged up by the urge to rip atoms and molecules apart at the seams.

"such bullshit," comes tumbling out as a low, barely audible mumble. the entire thing is ridiculous. they're barreling toward war and this is their preparation?

the secretary busies herself with trying to get on the phone (fucking finally) and illeana turns angry eyes on the remaining bodies in the room. they're not the cause of her ire, not by a longshot, but they're still in the crossfire whether they realize it or not. she's slipped past reasonable composure into some foreign territory of volatile aggression. the cracks spread wider and she no longer cares enough to hold herself together with the end of times breathing down her neck even now.

Any longer and he'd bust that door wide open. Yet he knew behavior like that would land him squarely in a cell, and so while his patience was wearing thin, he'd hold off just a little longer. Even though Fernando was part of the council, Noel didn't care. There was no chance the councilman would get out of this without giving away a few answers at least. He'd force him to, if he has to.

AND STAY THEY WILL. for there is no secret police or private army to arrest them. the only thing holding them back is whatever sense of courtesy they have for a helpless secretary trying to do their best to manage countless demands.

when they hang up the phone, they look at the five sheepishly.

“all circuits are busy,” they murmur quietly, all too afraid of having to deliver bad news.

which, considering the hustle and bustle of war, along with the recent notice, should come as no surprise.

There’s fire in . In times such as these, he can’t help but admire the fire. They’ll need much of it and more to survive the days ahead. It spreads and kindles something within him.[break][break]
Navy’s cool gray eyes find the secretary when they speak. This person, in over their head in a tough situation, does not wish to give bad news to three of the League’s finest. At least tries to calm them down. They deserve better than being caught in the crossfire.[break][break]
Even still, something has to give. A house divided by itself cannot stand, and the first step to nipping this division is to have the council mend the cracks. Spurs clank against the floor as he walks to the door serving as Fernando Silph’s barrier, separating the councilman from those gathered outside.[break][break]
“Silph!” He shouts, and gets no answer. “Silph, it’s Navidson. Councilman, are you alright?”[break][break]
There’s a seed of justification. He turns to Illeana and Doug.[break][break]
“Dr. Reyes, Colonel Sullivan. We live in dangerous times, and I think it’s our job to make sure the councilman’s safe.” He turns back to the door.[break][break]
“Silph, I’m coming in!”[break][break]

Illeana was being a lot more intense than Doug was used to (outside of battlefields anyway) and he wasn't sure if it was just a consequence of being around her more often, or Palkia.

Unfortunately for them— Fernando was so busy he couldn't even take a message from his own secretary.

He swallowed a sigh.

The council members needed to learn how to actually delegate, apparently. Every single member becoming too busy to take a damn call at the same time was ridiculous.

Unfortunately, Navy agreed.

A little too strongly.

The other's words came, and Doug's lip curled.

"Please don't."

Crash.

"Uuuugh... Find me in the alps."

The long tried, well tested, yet-to-bear-any-fruit method of aggravating in hopes of getting something out of the man.

Not his first option.

LIKE MOST THINGS IN FERNANDO’S LIFE, navy will find him utterly disappointing and irreparably boring. there is no shinobi choking him out nor barriers of barbwire to keep out would be intruders. behind the half-mended door is what anyone else would expect to find on any other day: fernando working.

, the most familiar with his office, and by extension, desk, will recognize the contrast almost immediately. he’s not standing behind the table, buffered by a curtain of monitors, ready to ignore his guest while talking them down to a symphony of his own key strikes. no, the room is dark, illuminated by small projectors scattered in each corner. the glow of his phone screen, silenced to vibrate only, constantly jiggles, undoubtedly offset by the amount of calls coming in.

a whiteboard sits at the far end of the room, displaying a map of the region. various sticky notes are sprawled across certain cities, with the names and numbers of various orgs.

a 3D hologram sits in the center, depicting the region at large, with familiar faces scattered around as tiny avatars. coincidentally, a number sits above each one, with the higher values scattered along the coastline.

“—we can hold the cement in rustboro. leverage maher as you see fit. no, he’ll do it. if he wants to be used that badly then we’ll work him like a fucking dog.”

well, some things don’t change. he ignores their intrusion as if they do not exist, practicing a controlled tone to the bluetooth speaker adorn on his ear. his pacing stops near rustboro and he pulls the city apart, which inflates its number.

“lilycove pokecenter should be stripped down to operate on an emergency level. have mauville and fortree open up secondary ones. tell ivanov his sanctuary will be put to good use.”

he moves around the map, drawing a line from his hand from lilycove to fortree, then to mauville.

“not an issue, the gym circuit can spare budget changes. devon corp will foot the rest.”

Never once looking away from the working councilman, Doug leaned over to whisper at , lips pursed together as he whispered. "Man's never heard of delegating in his life."

For a man claiming to not be exceptional, Doug could only wonder who, if anyone, Silph was taking advise from on all these executive decisions he was taking, all of which sounded like preparations for war.

"Well, we're in. And he's clearly busy." He said, turning to Navy. "Someone's gotta go interrupt that storm of productivity. So..."

"Onetwothree not it." He declared, before giving an unceremonious push on the back. "Navy, I choose you!"

There was a loud crash followed by Doug mumbling something about ninjas. That was all Andrea needed to hear. “Ninjas?! The DRK Triad is trying to assassinate Councilman Silph!”

The eccentric cosplayer barged in, only to find a bewildered secretary, a busted door being restored by the Alchemist’s powers, and beyond that, the councilman’s ninja-less office.

Andrea’s head peeked out of the doorframe, followed by Chomper’s own. After realizing that the workaholic CEO was under no immediate threat, they drew back quietly.

The sound of a door being broken through signals the beginning of a long and taxing battle between council and trainer. One that Noel steels himself for as he scooches around in order to enter the fray. Footsteps stomp through the doorway, his face filled with the fury of all those wronged by this single notice. And while Navy is the one chosen by Doug to begin the confrontation, he is not the first to speak out. He didn't care if he was busy, he will listen.[break][break]

"What is this?" Noel says as he reaches front and center to 's desk. He reaches into his pocket to bring out the piece of paper that started this whole mess, all wrinkled and torn from being crumpled up so long inside. And while the councilman may not be looking at him, an intense stare was pointed at his direction. "Are you the one responsible for this decision? immediately after her eyes adjust to the lighting, something like a small, dinging alarm sounds in the mind. this is not the office she's accustomed to. it's different, subtly changed in a way that seems ordinary...
